Lao Cai province guides coal facilities toward clean technology

Lao Cai province is intensifying efforts to regulate coal production facilities, with a focus on integrating clean technologies. The province is reviewing agricultural and forestry product processing facilities, primarily within the coal sector, to ensure compliance with land, construction, and environmental standards.

Facilities failing to meet these standards are required to halt operations and complete necessary legal procedures before resuming, aiming for sustainable development. In Viet Hong commune, local households have invested in biochar and charcoal production, utilizing abundant wood resources and creating local employment.

Ngo Thi Ngoc Anh's biochar facility in Viet Cuong 2 village, specializing in biochar for export, was granted a business registration certificate in December 2024 with a capacity of 1,000 tons annually. The facility, operational since December 2025, has adhered to environmental and safety regulations, including trial runs and emissions monitoring.

Despite compliance, the facility faced complaints about smoke, prompting a temporary shutdown to address environmental concerns. Observations on September 7th confirmed the facility's closure, with wood materials covered and machinery inactive. The facility has invested in a smoke and exhaust gas collection system, situated away from residential areas.

Mr. Nguyen Quoc Lap, representing the facility, noted the creation of local jobs and the use of local wood resources. Following complaints and inspections, production ceased in July, with only packaging of finished products continuing. The facility seeks guidance from authorities to complete procedures and resume operations.

Local resident Ms. Nguyen Thi Ngoc expressed concern over the impact on local employment, particularly for women with young children, and hopes for the facility's reopening. Similarly, a charcoal facility in Viet Cuong 5 village has ceased operations, with materials relocated and structures dismantled.

Ms. Nguyen Thi Thuong, owner of the charcoal facility, complied with local authorities' directives and hopes for guidance to resume operations. Viet Hong commune has two biochar and charcoal facilities, with authorities requiring investment in emission control systems and guiding compliance with legal requirements.

Mr. Nguyen Tien Chien, Chairman of the People's Committee of Viet Hong commune, emphasized the importance of balancing economic development with environmental protection. Inspection teams have been established to monitor compliance and guide facilities in completing necessary procedures.

The Department of Agriculture and Environment of Lao Cai province is reviewing planning to allocate suitable areas for coal production. Local authorities encourage the adoption of cleaner technologies to support sustainable development and environmental responsibility.
